The workflow prepares cited tender drafts for human approval
Complex tenders require bid managers and specialists to extract requirements, find approved evidence, adapt earlier answers and maintain a compliance matrix.
An assisted workflow can parse the tender, map each requirement, retrieve approved material and prepare a cited first draft. It should flag missing evidence rather than invent an answer. People still decide whether to bid, set win themes and prices, approve contractual commitments and submit the response. The output is a review-ready draft with traceable sources, not an autonomous proposal.
The clearest value is lower drafting effort, with conditional bid capacity
The primary KPI is bid response hours per submission, measured from intake to approved response and split by bid-team, specialist and reviewer time. Lower effort can reduce overtime, contractor use or planned hiring. It can also shorten turnaround without producing a P&L benefit.
Extra bid capacity is a separate and more conditional case. It has value only if qualified opportunities are currently declined for lack of bid-team capacity, delivery can serve any wins, and marginal submissions retain an acceptable win rate. The same saved hour cannot be counted as both avoided labour spend and capacity for another bid.

Win rate alone is weak evidence because price, relationships, offer fit and competition also affect outcomes. A pilot can establish effort, coverage and citation quality before commercial results can be assessed.
Calculate avoided cost and capacity separately
The following figures are concise illustrative assumptions. They are not a benchmark, forecast or commercial quote. Internal time records, finance data and the declined-opportunity log must replace them before an investment decision.
Assume 45 annual responses, 120 current hours per response and a measured 55% reduction, equal to 66 hours. That creates 2,970 saved hours. Allocate 40%, or 1,188 hours, to demonstrably avoided overtime, contractor work or hiring at 480 SEK per hour. Allocate 432 different hours to eight extra bids, each requiring 54 hours after assistance. The remaining 1,350 hours receive no financial value because no separate realisation is evidenced.
For the capacity case, assume a 12% marginal win rate, 4.0 MSEK contribution profit per win and a 25% attribution factor. Assume first-year system cost of 1.8 MSEK.
Avoided spend = 1,188 × 480 SEK = 0.57 MSEK
Attributed capacity value = 8 × 12% × 4.0 MSEK × 25% = 0.96 MSEK
Net first-year value = 0.57 + 0.96 - 1.80 = -0.27 MSEK
This allocation prevents double counting: the 1,188 cost-avoidance hours and 432 bid-capacity hours do not overlap. The capacity value remains an operating hypothesis until records show that the eight opportunities were qualified, would otherwise have been declined, and used the assigned hours.
Technical design combines controlled retrieval, review and evaluation
The pipeline accepts tender files, portal exports or email. Layout-aware extraction and OCR separate instructions, questions, scoring criteria, attachments and deadlines. It then creates a compliance matrix with a requirement identifier, owner, status and source trail. Deterministic checks cover dates, word limits, mandatory attachments and unanswered fields.
Retrieval searches an approved library of prior responses, policies, certifications, product material, case studies and legal language. Access must respect document status, business unit, jurisdiction, customer permissions and expiry. The model drafts against retrieved passages and attaches citations to material claims. Unsupported sections become explicit gaps.
Tender documents are untrusted data, never instructions. Authorisation and tool permissions sit outside the model. Tools should be restricted to the minimum read and draft operations, with no arbitrary network or system access. Evaluation should include prompt-injection and exfiltration tests, attempts to retrieve restricted customer material, and output DLP checks. Provider retention should be disabled or contractually controlled where sensitive content is processed.
Historical tenders provide an evaluation set for repeated questions, ambiguous requirements, conflicting sources and missing evidence. Measure requirement recall, citation correctness, factual support, reviewer edits and unsupported claims. Named specialists review technical sections; commercial owners approve pricing and commitments; an accountable bid lead approves export. The audit trail records source versions, retrievals, draft changes, approvals and the final submission.
Start narrowly, and do not build without reusable evidence
Start with one tender type, one business unit, recent completed tenders, an approved answer library and fixed review owners. Compare manual and assisted work on representative cases before using the workflow for a live submission.
Do not build when tender volume is too low for reuse, approved source material is absent, ownership is unclear, most effort lies in bespoke solution design, or an existing proposal platform meets the need at lower cost. Expansion should follow measured hours, citation accuracy, requirement coverage and reviewer acceptance.
